Impact Measurement Frameworks

Overview

Designed and implemented over 25 measurement frameworks using Results Based Accountability (RBA) methodology across Promise Partnership Utah's cradle-to-career collective impact network. The frameworks spanned education, health, financial stability, and other systems affecting the well-being of youth and families.

Approach

Each framework was developed collaboratively with the teams doing the work. Rather than imposing external metrics, I met with teams to understand their priorities and built frameworks that represented their actual activities and intended impact.

• Used Results Based Accountability methodology to structure outcomes, indicators, and data collection
• Centered frameworks on unearthing structural inequities, particularly racial and economic disparities
• Built team capacity through training and hands-on coaching in RBA methodology
• Managed annual reporting cycles, coordinating data collection, analysis, and publication timelines
• Analysed and visualised quantitative data to communicate impact and support data-driven decisions

Outcomes

• 25+ measurement frameworks adopted across the partnership's programme areas
• Increased team capacity for independent evaluation and data use
• Consistent, equity-centered reporting across education, health, and economic systems
• Frameworks directly informed strategic planning and resource allocation decisions
